The captain doesn't have control in the harbor. The ships have an American pilot at the helm when entering/exiting the harbor. The pilot boards the ship out at sea then takes control and pilots it into the ship channel and docks it with the help of the tugs.
Also where were the tugs for this ship? If they had tugs, this wouldnβt have happened right? Just asking a question. Iβm not sure how tugs work exactly, but Iβm pretty sure they can control a ship that size.
