To be fair, the Empire State Building is closer to the size of the ship that knocked the bridge down. It will definitely take a minute or two to lay down a1.6 mile long bridge.
they only need to replace the peer and rebuild a half a mile of bridge. Politics and unions will cause the delay (as usual). It took 5 years to build the entire bridge back in the 70's... I'm betting the first delay will be a new environMental impact study.

A replacement of that type of bridge with its simple construction should take less than a year.
