Here's a thought, maybe deal with the PHYSICAL FOREIGN INVASION OF YOUR STATE that has been underway for years, then worry about what the WHO might do for after you've actually secured your State borders.

Also, they should know better how this works. The Federal Government will just withhold tens of billions in relief/aid from any States that refuse to fall in line with WHO guidance and the greedy shitbags in power at the time will fold like cheap suits to get their fingers in that pie.
