I think these are soft disclosures. Congress isn't a law enforcement body, it's strictly ceremonial to have hearings. Remember we heard about the CIA heart attack gun from a Congressional hearing, The Church Committee. I know Peter Navarro is being imprisoned for refusing the demand to testify but Congress can't charge him they can only recommend charges to the DOJ.
