I don't know. Good question. Greg Reese typically does quality research and I have seen dozens of his videos. He's not laid an egg that I know of. This is not the first time I've heard of this non oath taken as I stated in the title. As far as did Garland leave off a signature or it not having had it notarized I don't know.
