We do know they did teach the chemical understandings of chemtrails at the USAFA. https://www.amazon.com/Chemtrails-Chemistry-Re-Imaged-Original-Facsimile/dp/B076JJ4QLM and https://search.worldcat.org/title/30485452. What the have done with it since has been written about and theorized for years before and after this publication as noted by many commenters.
