Correct. The clearance says if needed you can be given access. The access is granted local from the entity or command you work for. When you leave the paperwork in your personnel file will show you had access for the period granted and the date it ended. I held a TS/Sci clearance for 5 years once but was in a job that required zero access so I never looked at so much as a Comfidential document amd that the lowest protected classification we had.
