I just met someone a couple of days ago who has active Q clearance. He's a friend of a friend. What I learned from him is that a lot of people have it, but using it is based on need-to-know restrictions. Your access to files must remain compartmentalized. You can't just go searching the archives without having a reason related to your current project. You'll be questioned.
I think what was special about Q was that Trump removed his need-to-know restrictions, so he could search the DOE archives freely.
All clearance is based on need to know.
I have had clearance, Been there, done that. What blew my mind was the Pfc. Bradley Manning case, where a Pfc not only had Top Secret access to NIPRNET, but was able to connect a DVD-R/W player to the computer, copy files onto the DVD labelled Beyonce', and access not only Afghanistan classified material, but politician's agendas in Europe.
there seemed to be absolutely NO controls as to what an individual could access, copy to a remote device, regardless of "need to know" (which he clearly did not have), Classification Level or access privileges. I have better file management at home on my Mac than NIPRNET demonstrated to have.
This needs to be explained, "Top Secret access to NIPRNET" that's not how this works.
I think you mean NIPRNET next to TS? That's very normal, there are many places like that. Now they're restricting media and disabling ports/CD/DVD

I haven't been in that world for over 20 years. But, the desktop I had would sent an IT alert, and self-lock you out if it detected any storage medium plugged into it by USB. CD player, USB stick, external drive.
That was grounds for immediate termination. Some folks plugged in wireless mice/keyboards and were duly chewed out for that. As those were not "storage devices", they were not fired. But there were a few fools who plugged a Bluetooth receiver in, so they could play their music through the speakers. They were walked to the door with access revoked within hours. The contractor at the base made this policy crystal clear.
Hence, my shock that Pfc Bradley's ability exposed an enormous hole in what was a feared network to do your job on.
