Sounds like a lot of work.

Would be much easier to legalize prescription drugs and lets see the smugglers compete with $1 Oxys from Walgreens.

Use the military to secure the border

Might be even cheaper to just pay CJNG or Sinaloa cartels to seal the border for us from the other side.

Only for people with prescriptions. When anyone can show up to Walgreens and buy Oxycontin or whatever ever meds can get them high in whatever quantity they wish then you'll have cut into cartel profits.
