He should use local sheriffs, the US Marshall service, and the regular Army.

The local Sheriff and a US Marshal deputize a whole platoon of infantry (As both local Sheriff's deputies and US Marshalls). This gives them plenty of manpower and the highest law enforcement in the local jurisdiction with legal jurisdiction outside of the local county (through the Marshal deputization).

This would also bypass the Posse Comitatus act.
