The IRS likes to blur history a bit. The income tax was instituted as part of the Tariff of 1909 on certain businesses. It was extended in the Tariff of 1913 to include "individuals". They play word games to make you think it applies where it doesn't.
Most Americans didn't start paying the tax until "withholding" started to help pay for WWII during the "victory tax", which was voluntary. That's also around the time they instituted Social Security. Lots more I could add, but I just wanted to point out that it really started before 1913.
