Breaking is an old newspaper term that was used to let people know a story was coming in just at presstime (when that day's newspaper would go to the presses to be printed) and may be incomplete or updated with new information later, perhaps even a special edition (extra) if big enough. It doesn't mean, as used above "(screaming) "ATTENTION! This isn't that new or that exciting but I'm trying to make it so." In fact, it's essentially meaningless now because it's misused so much.
