If this was an effort to INCREASE storm severity, it would seem that they would be done before a storm system moves in, not after. Perhaps they are experimenting on what they can do to the atmosphere when it is essentially dry, after a storm system moves through.
I've seen them both ahead of and behind storm fronts. It seems to me that it is an effort to increase the availability of moisture in the areas surrounding storms. The storm itself will gather that moisture into itself. I wonder if they seed it through temperature changes. I wonder how they do it.
