I heard this very audio on Glenn Beck's radio show yesterday. According to Beck's follow-on statements after the audio played, this was actually attempted in Russia recently...and the recipient went insane. The same happened when their technique was used on experimental monkeys...they all went insane.

Apparently all the bugs haven't been worked out on this procedure... and maybe they never will. This just might be at the upper limit of current medical capabilities.
