From Black's Law, 1st Edition:

In the civil law. The instructions which the emperor addressed to a public functionary, and which were rules for his conduct.

Last I looked, there is no position of emperor in our government. So no one personally has the duty or obligation to conduct personal business according to any mandate. This applies to corporate persons as well. Any medical mandates are not law.

Kaiser Permanente and all corporations that coerced their employees to get the vax are certainly not emperors.
