I said this many decades ago that Gangs should be classified as Domestic Terrorists and sentenced harder. Why were RICO charges never applied to Gangs ? The State and the Feds could have charged them and it would not be double jeopardy. As one violated a Federal law and the other violated a State law. That would have kept them off the streets and saved many lives.
