IDK; those who committed treason to usurp power and those that engaged in horrific evils such vaccine genocide and child trafficking and abuse have no basis for benevolent treatment like incarceration and cannot be reconciled back into the culture that will emerge. The culture that emerges will be affected by the horrible evils that have been allowed by those who usurped power and it's return to a greater morality standard will not necessarily convey to leniency in sentencing. Those surviving the change will necessarily be focused on surviving and thriving in the new culture and not have time or will not waste time on those who failed by choosing or condoning evil.
