In 2020 we vacationed in Nags Head, NC, and I'm pretty sure I saw this ship, or one very much like it, off the coast heading south. At the time we thought it was a ship for workers, as there was a lot of dredging and other coastal maintenance work going on at the time, all up and down the Outer Banks region.

I searched for this image on Tineye and elsewhere but the closest I could come up with was a prison ship that is permanently placed in NYC but with a different configuration: https://acidcow.com/pics/85827-theres-no-use-in-trying-to-escape-from-this-floating-prison-7-pics.html

But I still don't know for sure what the ship in the above pic is.
