The HOA is in violation of their first amendment rights. I happen to work in zoning and you can’t require the removal of a flag based upon content of language unless it is vulgar. HOAs are not immune to first amendment rights. But I love this response.
First Amendment says the GOVERNMENT can not prevent you.
But you can volunteer to join any association you wish and you follow their rules or suffer their consequences. Or you could move , or change the rules. Like Twitter could censor you but not for the government. New owner , New Rules

Bill of Rights limits governmental power , not the private power of private associations / corporations.
The HOA cannot prevent you from flying a flag. First amendment says it can say whatever you want it to, unless it is vulgar speech.
