Ok, but do you agree it's a misleading title because it implies that corruption but the amount being only $1000, it makes the story and headline irrelevant.

Do your research. She obtained it by fraud and padded the numbers for her "business" to get 15 million. If she succeeded or not the attempt was made.
If it is not news you could have avoided it.
