I come to the opposite conclusion, that this is an attempt to try and trick people into believing there isn't a two tier justice system. The point is for everyone to look and say, "see, they're not just going after Trump, they got a Biden for a crime too" and they'll ignore Uncle Sniffy getting a pass on his classified documents.
He will not serve much time, if any. Just another way to wake up the sheep and demonstrate the two tiered justice system.
