I have to disagree with you, winn. Take a look at the ddg video search page and note Terrence’s unique hairline as well as the size and shape of his ears. The videos with the large green lettering (like Rudy Giuliani) are great ones to show his hairline. Now look at the video here in your post — around the 9-second mark going into the 10-second mark he turns his head to the side and you can see that same hairline, same ears. Also I think that’s Terrence’s voice. He does a lot of spoof videos where he’s dressing up like the people he’s ridiculing.
It didn't sound like him at all though and if he did do something like this it would only harm the movement to find actual fraud. I just can't see it, I'll also respectfully disagree here.
