In a fiery speech in Philadelphia this past Saturday, President Donald Trump vowed to completely shut down the Department of Education if he returns to the White House.
The issue is that Congress is in control of the budget. They then send it to the President, who can either sign it or veto it. The President can't decide where, or how much, money is spent.
This will constantly be the issue. Congress and the President have to work together. The Presidency is not a dictatorship. He can't just wave a wand and magically eliminate an entire department. He can't pick and choose where to spend money. He can either agree, and sign it, or he can veto it, and then Congress can vote to override the President's veto.
Unless Trump is certain Congress supports him, then he simply can not promise that these things will happen. And we see how Congress has acted in the past.
