The answer is no. The Government pushed for those who could not pass entrance exams for LE, while refusing to hire those who did pass. I witnessed the early start of the DS BS. We already saw the problems of this early on. Nobody really wanted to be their FTOs. Thankfully I retired decades ago before it is what we see today.
