Respectfully, Yes he is, IMO, while you're not wrong about all the people involved Bush is involved in the exact same manner as Biden is now - right? The figure head, the place where "the buck stops"...

The same as Obama was when he was drone double-tapping desert people. Right?

The decisions are made beyond these figure heads, and we know that because regardless which president gets in, the same shit gets done.
