To be fair,engineers know how to build good roads, govt doesnt have the money or want to spend it.
I was working in Engineering Mgmt, and yes, engineers know how to build and well, but if the company is run by bean counters, you have bad products, and if your company is run by lawyer, get out before it collapsed.
Its funny but not even just roads. How do some of these simpler motors like desiel and a little bit less computerized cars can last much longer for example. Its lart of the money making system. Got to get the masses to spend spend spend.

Emissions systems are now at a point where particulate matter from tires and brakes is a non-trivial percentage of a vehicle's total emissions.
And now with the touchscreens you can't even upgrade the radio.
Ancient streets didn't have to suffer through modern vehicle traffic.

IT'S NOT THE EDUCATION SYSTEM...it is the system that WANTS the buck first AND THEN have a perpetual contract on FIXING the damn pot holes...
AND that is why politicians stay in office so long...they KNOW the problem(s) will come with the lowest bidder and the bidder skims some and gives to the politician(s)!!!!!!!!!

Light bulbs comes to mind. Even back in the 70, they have light bulbs that will burn for half a century.

Engineers have developed materials and methods to build more for less cost and have acceptable durability. Same for houses, we can build safe structures with what was once considered scraps.
