There was a great post from Brain Cates(I think) that put it nicely...
Most people weren't able to resist the brainwash, they've always existed in a world where if they just kept their heads down, did what the government - who generally was good and decent -needed us to do, things will work out for the best...
They were/are glaringly wrong of course, and they're going to pay a horrible price for it. But they aren't responsible for it . They were dumb, frighted and almost childlike. Not evil, unlike those that made the decision to push/mandate it. They behaved horribly and shamefully - but they did so as pawns. Right.
