I've been saying this needs to happen here for ever. Our infrastructure is in shambles, our cities are loaded with trash and graffiti. Plenty of non skilled labor to be done. The ones that excel get to move up and learn a trade that can be used upon release. It would work for all the homeless drug addicts too.
