Um... isn't this a video from 2016/2017? Trump was saying these things back then. Remember, on Sept. 30, 2019, he signed into law:
THE AUTISM RESEARCH BILL / The Autism CARES Act,
This was a bill which was co-sponsored by a New Jersey lawmaker, and signed into law by President Donald Trump.
The Autism Collaboration, Accountability, Research, Education and Support Act (CARES) provides $1.8 billion in funding for autism programs at the Centers for Disease Control and Prevention, National Institutes of Health and Health Resources and Services Administration.

And, in 2017, President Trump named April 2nd 'World Autism Awareness Day', and illuminated the White House in blue that day, and each year since when he was President.
