When you drive along the Oregon coast 101, EVERY SINGLE BRIDGE has an Obelisk's or two on each end and sometimes more depending on the size of the bridge.
I was surprised to see this as Oregon is the only state I had seen them, and not that they had done it, but every single bridge? from the CA border.
I grew up in Milwaukie Ore. and never recall seeing Obelisk's on the downtown bridges but they sure are on the costal bridges.
it's the only run I've made that I've seen Obelisk's so consistently, every bridge.
You'll have to forgive me as I'm not familiar with the area, however it could be something meaningful to the people who built or designed the bridges or perhaps even financed or approved their development. There is potentially where you may find the answer you seek. Keep in mind the Masons consider themselves the continuation of the Ancient Builders. Symbols often mean something to the initiated, but to the "profane" are meaningless, just a cool looking design feature and their appearance could he a result of this. However If these are bridges on a major road, I have to wonder what "goods" were being transported along it at some point and if these Obelisks were there to "empower" their travels.
