The fact that these are FEC filings makes me think this is White Hat trolling. They are clearly throwing bait out for the Deep State. This is a brilliant tactic to control the narrative flow of information. Now General Flynn's name has returned to the mainstream consciousness, as well as information surrounding the 2017 psy-op involving his arrest.
Even the mere thought of a Trump / Flynn ticket is enough to stir the nest of remaining Deep State actors into a frenzy.

That in fact, this might be a preemptive disinformation operation by the Deep State, because they fear that Flynn might actually be Trump's pick.
Injecting this sort of fake information follows the pattern of deploying false narratives in order to discourage or damage a true narrative that may arise at some point (anything to muddy the waters, sow disbelief and confusion, disdain, etc.)
