Outside of the rally fences are covered by Sheriff, Police and Secret Service. Trump's team is with him and the crowd inside the fences. There would have been many people who should have seen the shooter moving up to the roof. Somebody else had to be involved for him to get on the roof. I'm surprised there was not a large group of rally goers yelling about somebody climbing the roof.
