I've been torn on this video because I'm a conspiracy theorist. In the end though, I think he was asking the people to move because they were on the wrong side of the barricade.

The more suspicious video, imo, is the one of the woman in the stands behind President Trump. People around her are panicked but she doesn't flinch when the shots are fired and automatically begins filming - way too composed, IMO.
