Well it does make sense not to shoot someone who hasn't committed a crime (yet). And they did respond instantly when he did shoot, so they were watching. But they should have secured the area and they should have responded to the attendees who told them about the shooter. I think they should have gone and cuffed the guy and questioned him at the very least. I have no personal experience with their policies and procedures.
TBH it was not the SS that did not shoot. It was the local Police. It kind of reminds me of the Uvdal shooting and police derelict of duty.
