IMO... real assassin was on top of the AGR office building directly behind shooterboi. it looks to be about 24 feet tall - counting a facade that is elevated above the actual roof. That would be a much better place to hide. The water tower would have provided no hiding place.

USSS should have had over-watch on the water tower tho.
