About six or seven years ago my friend was given a citation for riding his mountain bike in an area that was restricted due to an endangered species of plant that grows there.

When it went to court the DA agreed to waive the fine, if he would submit to a DNA test. It seems like building a DNA database on everyone has been in the works for some time.
