The dark shape that everyone is assuming is a person is really just the shaded portion of that round thingy on top of the tower in really low resolution. The illusion of movement is a visual artifact created by the compression of the video that was taken of the tower.

Ok will look again but still multiple witnesses talking about the tower to consider as well.
