Is it usual for the former presidential doctor (based in Texas) of the former President (Donald Trump) to use headed paper of the Congress of the United States?

He also refers to “President Donald J. Trump”

He is a Representative from Texas...but I get it, he and POTUS have a close friendship and he loves Ronny...mentions him frequently in Rallies. Ronny's nephew was in the crowd and also grazed by a bullet so the have that Intel from where he was sitting and location of his wound. He didn't go to the hospital but they finally got him to go to the First Aid Tent at the Rally.

I was touched that Ronny went straight to Bedminster to check out POTUS and hasn't left him. That's love and respect. 🤍
