I thought that Trump had very little to do with the lock downs? From what I remember he approached that the same way he approached Roe v Wade: let the states decide. Am I mistaken?

The Stafford Act, to my understanding, severely curtails the President's ability to counteract actions put in place by agencies to mitigate a disaster in areas in which he does not have expertise. It made him in effect, powerless against Fauci and Brix, et al.
