Our Native Country: The citizens are the members of the civil society; bound to this society by certain duties, and subject to its authority, they equally participate in its advantages. The natives, or natural-born citizens, are those born in the country, of parents who are citizens.
In drafting the United States Constitution, originally the requirement was No Person shall be eligible to be President of the U.S unless he now be a citizen of one of the States, or hereafter be born a Citizen of the U.S. After reviewing the Draft, the question presented then is whether the U.S is willing to allow persons who were born without sole allegiance to the U.S to be Commander in Chief of Our Military. For this specific fear that prompted our first Supreme Justice John Jay-to suggest to George Washington the following: "Permit me to hint, whether it would be wise and seasonable to provide a strong check to the admission of foreigners into the administration of our national Government; and to declare expressly that the Commander in Chief of the American Army shall not be given to nor devolve on, any but a natural born Citizen.
