Ensuring continuity of government is part of the Secret Service's mission.

She is being asked why Donald Trump doesn't have the same level of Secret Service protection as Donald Trump.

She is explaining that presidential candidates get different levels of protection than the sitting president does. Ensuring continuity of government is one of those reasons.
