Apparently, the fact that he 'was' president allows him to talk with world leaders. Obama did it, Carter did it.... correct me if I'm wrong.

legally, he can't negotiate on behalf of the US government (Logan Act), but he can speak to anyone he wants about their issues.

but. Democrats don't have to follow any rules.
