Senator Eli Crane posits one counterargument rebutting Acting Director Ronald Rowe's testimony regarding the pitch of the roof as cover for shooter. Crane chooses the water tower as the best vantage point during his reconnaissance of the rally grounds. The use of drone surveillance rebuts Rowe's testimony further. Counter snipers at the tower or drones neutralize any threats from the AGR building rooftop; the SS deploy neither option.
