I'd assume they were able to recover bullets, and you could tell if it was his gun or not that fired them based on ballistics.. so planting casings makes no sense unless the the investigators are in on it.. in which case why even bother planting casings?
On reconsidering, I guess it could makes sense. If government actors are in on it, it would be foolish to believe every single person there would be in on it. So surreptitiously planting casings would be a good idea so you don't get whistleblowers coming forward saying they saw no casings
