Not necessarily. I think that, logically, if the military has command of the EBS, then they cam send out an evacuation notice to clear those buildings. Technology exists where they can demo a huge building without causing a lot of collateral damage. In the case of the Vatican or Buckingham Palace...a couple of well place smart MOABs would do nicely.
I personally think CERN would be spared. It would not surprise me at all if they have every record known to the DS in there.
