There is no such thing as a "tactical nuke." Nukes are nukes, and are strategic in nature. Only their deployment is tactical, which is to say that the deployment if any nuke is a tactical decision. It also happens to be the wrong decision. Also, why deploy nukes to that AOR if Iran has none, as is the Western Intel Ageny's collective outlook re Iran?
Edit: if the "Biden Admin" is deploying nukes, then WHs may not be in as much control like we're led to believe, and devolution isn't a thing because there's no way in Hell that Trump would let the "Biden Admin" have any form of control over our strategic nuclear arsenal. Especially now, when it's clear Biden isn't mentally fit to be in control of his own dinner menu, much less anything of real importance in the Fed Govt's arsenal.
What they mean by tactical nuclear weapon is one intended to be used on the battlefield, perhaps in close proximity to friendly forces, as opposed to strategic nuclear weapons which typically get used far from battlefields against industry, population centers, military bases, and possibly hardened defenses.
