In no way is every goat a portrayal of baphomet. And for what it's worth, The Church Of Satan founded in 1966 is atheistic and not actually Satanist. They merely embrace those trappings to trigger normies.

I think the implication is Satan does not actually exist but the thought or idea does.

I'm not sure. I think Q is saying they don't believe in a metaphysical being but they believe in what the idea of the being represents.
