Although, I could see the Trump campaign waiting to do anything like this until Harris is officially crowned the DNC Presidential pick at the Democrat Convention later this month. At this point it's worth it to wait and preserve money and energy since the Dems could easily swap out their Presidential pick. Get the Dems locked in, then pounce.
