Why did Trump say he didn't want to arrest Hilary?

His most famous moment of his entire campaign is the "because you would be in jail" line, and now says he didn't want to arrest the wife of a former president. Doesn't that mean she is above the law? He admitted she committed crimes, and then said he wasn't going to arrest her. Bit fishy.

It was at his press conference today. RSBN on rumble streamed it. I don’t remember the time stamp but here’s the link. He did say it. It caught me off guard too.
