IF the public truly knew and understand the technologies within the cell phone arena, they'd be way more careful of their daily activities. Most tend to think that once the phone is turned off it is dead and inactive. WRONG!!! We have the technology to track any phone, anywhere at anytime. What most don't understand is even though the phone is OFF, no power, it can be activated by an OTA signal. The phone is always in the "receive" mode. So a signal is emitted and the "sleeping/off" receives said signal. Once signal is accepted, the phone emits a "receive signature" and through triangulation is pinpointed to 0.5 meters.
This technique was developed, tested and evaluated in Afghanistan in 2014 and earlier. I know because i was in Bagram when the evaluation process was ongoing and was privy to operational meetings. Dhurka dhurka Mohamed Jihad thought they were moving undetected across the countryside because cell tower power was diminished at night. So they powered down their phones and moved silently. They had no idea they were being tracked at hourly intervals throughout the night......
